National Green Deal Action Plans and the DPP

How national Green Deal action plans respond to EU climate policy, and where the Digital Product Passport sits within them for exporting industries.

The European Green Deal is the umbrella policy behind the EU's climate neutrality target, and through trade it reaches manufacturers well beyond the EU. Countries exporting heavily into the EU — Türkiye among them — have responded with national Green Deal action plans covering carbon at the border, circular economy, green finance, clean energy and technical barriers to trade.

The Digital Product Passport sits directly at the intersection of the circular economy and technical barriers to trade headings.

CBAM requires embedded emissions declarations for imports of iron and steel, aluminium, cement, fertiliser, electricity and hydrogen. It uses a different methodology from a DPP carbon field but draws on the same source data: site energy consumption, production volumes and process emissions.

Institutional framework

Trade ministries, exporter associations and national standards and accreditation bodies play a role through legislative monitoring, certification capacity and support programmes. Conditions change annually, so check current calls when planning. See export incentives for SMEs.

On the legislative side, no DPP regulation had been published in Türkiye as of September 2026. On the table are the industry ministry's draft framework regulation transposing ESPR for the domestic market (its DPP articles are suspended until Türkiye joins the EU system) and the trade ministry's DPP briefing note arguing for equal access to the EU Registry.
