Export Incentives and SME Support for DPP Projects

How green transition and digitalisation support schemes can fund parts of a DPP project — eligible cost items, application practice and realistic planning.

By IDPP · · Updated: · 2 min read

DPP readiness is a compliance project, but in cost terms it is a digitalisation and green transition project. That distinction matters: national support schemes under those two headings can cover specific line items in your programme.

Sources of support

SourceTypical scope
Exporter associationsMarket entry, certification, consultancy, trade fairs
National SME agenciesSME digitalisation, technology products, business development
Trade ministry programmesMarket access documentation, market research
Research funding bodiesR&D and technology development (if you build software)
EU funds / bilateral programmesGreen transition and circular economy projects

A legislative note: the Turkish trade ministry's DPP briefing note argues for equal access of Turkish exporters to the EU DPP Registry and recognition of Turkish DPP service providers without extra certification. When budgeting the software line, pick a platform that keeps the data to EU rules and can export it; a national-system scenario would reuse the same data. See the DPP guide for exporters.

Which DPP line items are candidates?

  1. Consultancy: scoping, data gap analysis, compliance roadmap.
  2. Certification and testing: LCA/PCF studies, EPDs, GRS/GOTS certificates, laboratory analysis.
  3. Software: DPP platform subscription or integration development.
  4. Training: regulatory and data management training for the team.

See DPP cost breakdown and the cost guide.

Application practice

  • Keep the scope narrow: "a pilot for three product families", not "DPP for our whole catalogue".
  • Define measurable outputs: passports published, share of supplier questionnaires completed.
  • Clarify invoicing structure up front: support programmes are sensitive to documentation.
  • Set a realistic timeline: data collection takes three to nine months. See a 12-month roadmap.

You can start without support

Waiting for funding is one of the most common reasons projects slip. A pilot can run on a small budget — and produces exactly the project definition a funding application needs. See a 90-day DPP pilot and the SME guide.

Frequently asked questions

Are software subscriptions eligible?

It varies by programme; digitalisation calls frequently include software and cloud service costs.

How long does an application take?

Evaluation times vary. Rather than making the project conditional on approval, start with a pilot and plan support into the scaling phase.

What documents do I need?

A project definition, scope, timeline, budget lines and expected outputs — a set you need for internal governance anyway. See DPP project roles and RACI.
